I am not sure if I am having clutch issues or other problems,

My buggy has no power in reverse at all, for the most part it stalls if it sees any resistance also when starting off going forward I have to baby the clutch out,

And over all my buggy is low on power despite every thing looking good

Could it be clutch issue?

I doubt it is a clutch issue. With that carburetor, it should scream along fine. I would check the plugs to see if you are running too rich or lean. If your timing is advanced to far, you will get this symptom. While you are at it, check your valve lash. Let us know what you find...

I did some compression tests and found 115psig per cylinder which is right to spec, so this should mean that my valves are fine.

My timing is set at 13 degrees and about 33 degrees with vacuum advance,

I tested the spark on the cylinders and the second cylinder seems to miss at lower RPM but less then 5% of the time resulting in a popping sound.

Also my valve cover vent seems to pushing a high amount of air and or exhaust?

I dont how much air should be pushed through my valve cover vent

Any help with my problem would be great,
