I live in Maryland east of the Bay. I just bought a tomberlin punisher from a guy at work for $400. Its about 3 years old, runs good but a little difficult to start. I have to crank it over 5-10 times and give it a liitle gas to start. I put a new C7hsa in the Howitt motor. This was the best match Pep Boys had. I can't find a gap set so I put it in new. Is this a problem with the electric choke system. Thanks for anyone and everyones help.

As far as your issue goes, I would start at your valve lash... To check that, you need to pull the valve cover off the top of the motor (4 bolts, 8mm i think), and then you need a feeler guage to check the gap between the cam and the valve stem with the engine at top dead center on the compression stroke...(piston at the top of the cylinder, 2 small holes in cam level with head surface, large hole at 12 o'clock position...)
Your intake and exhaust should be between .003 and .004... I run .003 on the intake, and .004 on the exhaust. If they are way above that gap, or a lot tighter, then you need to loosen the little jam nut and tighten or loosen the rocker stem...
Welcome. This is a great place to come for info on these buggies. I just got mine about 2 months ago and this site has been awesome. I'm sure you'll enjoy it as well.
Cheers,
Triton
