 Post subject: NOOBIE!

Ok, I am the noob and am wondering what kind of tools one would need to make a mini-buggy. I have a welder and a steel cutting saw (Chop saw style) some hand tools.
I have seen benders mentioned on here from Northern Tool and somewhere else, but what else do you need.
For example how do you cut the tube so that it sits flush on the adjoining tube?
How do you make all the little pieces for the suspension so that they can bolt on the frame?
How do you hook up an engine to the drivechain stuff?
Sorry for being such a beginner, but I want to start building something this winter and need to start finding answers
