In most of these cases the belt is what goes bad. In some rare cases you may have a broken gear or shaft in the transmission.

I am talking about the small hose it is about 1/4" diameter. The one coming of the Y by the carb and going back towards what you have circled. It goes past the photo so can't see what it is hooked up to. That big hose is part of the crankcase ventilation.

Ok, may see a problem, you have a Y in the vacuum line. Not sure where that long hose goes to coming out of that Y. On all of mine the line coming off the intake goes to the carb. If you had a vacuum operated petcock then it might go to that but most of the 250s have manual petcocks.

Can you take a picture of your case? Also is your idle too high, that can make going into reverse or forward more difficult.

Ok this is a comparison between the Hammerhead SS spool and axle verses the Joyner 250SV spool and axle. The Hammerhead being the shorter in both instances.

Not sure what size battery your running but it may be that it just doesn't have the cranking amps you need to spin it. If you have something there with a larger battery it might be worth a try.
