Kandi 200cc

My buggy starts and runs but halfway or less thru throttle it bogs down and stalls/coughs? Ive clean and i stalled 2 carbs. What else could it be? I also cleaned and checked for spark plug fouling. Plug is good. Feel like something is wrong in the head. Any tips or advice would be greatly appreciated. Thanks!
