If you get them registered in Oregon ($10.50 for 2 year pass), you can use them in WA without any other licensing.

(unless that Discover Pass is something new that is required of everyone?)

Mike is correct about reciprocal agreements for out-of-state tagged buggies. Because our Governor raided our off-road and park funds, DNR property now requires a Discover Pass to access it unless the vehicle you use to get there also has an off-road permit.

So, his truck needs the discover pass, but the buggies are good to go with the Oregon OHV permit (or WA equivalent)?



Oh, and grutz and I are out on this one - he has plans already that weekend but we're hoping to make it to Labor Day in Florence.

Correct about registration. I have a call into the parks to see about access if you have ORV and street registration on your tow vehicle - You may not need a Discover Pass. BTW: Moses Lake is run by the county and does not have this additional registration requirement.

We'll see you guys on the OR coast.

Official word from Virginia Painter (Public Affairs WA State Parks) is that WA ORV tags will be accepted in any park in lieu of the Discovery Pass. Any vehicle that dual registered with street and ORV licensing does not require the Discovery Pass for park access.

Why would you dual license your tow vehicle if you don't plan on taking it off road?
1. Registration fee is less for annual ORV renewal than the Discover Pass
2. A larger percentage of ORV funds are collected from ORV registrations than Discover Pass for ORV support and improvements (only 8% of Discover Pass revenue goes to ORV)

* Dual licensing only applies to WA registered vehicles. Out of state vehicles will require a $30/yr or $10/visit Discover Pass.

interesting !! I think I will check this dual registation out for my p/up at least, i definetely like the idea of getting more of these (new, extra, son of a b___'n) fees apportioned specifically to ORV use, our Gov will probably end up getting her hands on these $ also; tho, for sum 'city social entitlement program' or sum 'flower sniffer project'

It depends where you want to ride. If you want to ride on state managed property, you will need WA ORV tags or BC equivalent plus the Discover Pass for your tow vehicle. If it is county or local property, you do not need the Discover Pass. If it is private, you only need what the property owner requires.

I don't know if there is much riding to be found on Forest Service land, but in those areas you need a Northwest Forest Pass for your vehicle:

It doesn't look like there is any crossover with the Discover pass.

I did not look into the NW Forest Pass since they usually restrict ORV use in those areas (let me know if there new riding areas to explore). The passes are a mess with some passes overlapping different agencies while others do not. OR is just as bad about this as WA, so I would not doubt this is a national problem and not just us. Every time I visit a new state, I have to brush up on what is legal and what is not. If it's confusing and I have made some sense of the mess, I will create a thread in hopes others do not have to go through the same research as me.
