The 650 was made 2005-2009, so I don't know how many are still out there 12-16 years later. Your problems are due to the previous owner, so we have no idea what was changed and makes troubleshooting harder when it is not in front of us. I sold mine 2009 so going off 12 year old memory of how it should be.

There should be an external tensioner bolt or an internal idler pulley behind a plate. There are two sets of chains: One drives the counter balancer and the other the valve train.

Have you been using the illustrated parts breakdown provided in theJoyner manual? What about the additional service manual I providea in the past for 650 Kinroad?

I ran safety wire through the sprocket and chain to keep it in time and then unbolted the sprocket. When puttining it back together, you just need to make sure the cam is not out by 180 degrees.
